The City of Statesboro (City) is soliciting Statement of Qualifications (SOQs) from qualified firm(s)
organization(s) to provide consultant services for the design of a concrete channel, linear park and 10-
foot-wideshared use path along Little Lotts Creek. The overall limits of the project are from West Main
Street to Gentilly Drive along Little Lotts Creek. However, the limits of the shared use path under GDOT
grant PI 0019858 are from SR 73/US 25/US 301/S Main Street to CS 699/South Zetterower Avenue,
approximately 0.22 miles of elements including concrete pavement, lighting, landscaping, and mid-block
pedestrian crossing on SR 73/US 25/US 301/S Main Street. This Request for Qualifications (RFQ) seeks to
identify potential providers for the Scope of Services for the project/contract listed in Exhibit I and
Exhibit II. Firms that respond to this RFQ and are determined by the City to be sufficiently qualified, may
be deemed eligible, and invited to offer a technical approach and/or possibly present and/or interview
for these services. The criteria used to evaluate the RFQs will be Experience (30%), Resources and
Workload capacity (20%), Technical Approach (40%) and past performance 10%). All respondents to this
RFQ are subject to instructions communicated in this document and are cautioned to completely review
the entire RFQ and follow instructions carefully. The City reserves the right to reject any or all
Statements of Qualifications or Technical Approach, and to waive technicalities and informalities at the
discretion of the City. There will be a mandatory pre-bid meeting at Central Services located at 22
West Grady St., Statesboro, GA at 3 PM EST on April 28th, 2025. The deadline for submissions to the

This shall serve as addendum 1 of 1 for this project. Please include a signed copy
of this addendum with your sealed RFP submittal.
1. New due date for submittal shall be April 3rd, 2025 at 3PM EST.
2. Initial response to the RFP should include a layout design with measurements along with
A conceptual drawing/depiction. Submittals should include base prices for each option along
with clear addition prices and deductive prices for each proposed feature. The City should be
able to construct a clear price for each option using these elements.
3.Contractors can use your own pricing sheets as long as they are clearly constructed to allow for
ease of forming an overall cost for each option offered.
4. Contractors will be responsible to obtain and pay for all permits and construction fees required

5.The City staff will handle all RFIs, Site visits, Change order approvals, Payment applications and

Request for Qualifications
The City of Statesboro is soliciting Qualifications from certified consultants possessing experience with Transit Expansion Services and with a proven record of accomplishment in transit planning and implementation to develop a Transit Expansion Study for the Statesboro Area Transit (SAT) four bus expansion. The current system utilizes four buses for a two-route system. Our goal is to expand to an eight-bus system. The study will evaluate needs, consider alternatives, and recommend implementation strategies to show the possibilities for this expansion. The purpose of the Transit Expansion Study is to determine the effectiveness of the current SAT system. The study must show public need and benefit, probable users, analysis of alternatives, and a recommendation on the best alternative that fulfills the public transit needs of the City of Statesboro. It is critical that the study identifies the transit features, characteristics, and options that meet the local goals and objectives, financing alternatives and partnerships, and mitigating any possible ad- verse impacts from the recommended strategies.

- Bobby Donaldson– listed as white solid only, did you mean yellow solid only?Too narrow and dirty for white edge-lines. No white striping needed; this quantity will be applied as yellow solid lines only.
- Harden Road– needs edge-lines clipped. Is the City going to clip shoulders? Allconstruction work shall be performed in accordance with the most recent GDOT Standards and “Section 653—Thermoplastic Traffic Stripe 653.3.05 Construction A. General Application Thoroughly clean pavement areas to be striped. Use hand brooms, rotary brooms, air blasts, scrapers, or other approved methods that leave the pavement surface clean and undamaged. Take care to remove all vegetation and road film from the striping area. All new Portland Cement Concrete pavement surfaces shall be mechanically wire brushed or abrasive cleaned to remove all laitance and curing compound before being striped.”
- Parker Street– no white solid present, curb/gutter. Add white edge-lines? Yes, solid white striping will be added.
- Vista Circle– heavy clipping and sweeping needed, will need to be pre-lined. Will the City clip and sweep the edge-lines? Refer to #2.
- Rucker Lane– Length limits listed of South Main to 111 South driveway is .302 miles, its only .151 miles. 151 miles is the correct quantity for this section of Rucker Lane.
- East Olliff Street– Length limits from Packinghouse to Zetterower are listed as 1.146 miles, only .573 miles. Road is narrow and needs clipping for white solid edge-lines. Do you want edge-lines, and will the City clip them? 573 miles is the correct length for E. Olliff St. The average road width is 20 ft, so solid white edge lines will be applied. Refer to #2.

“Sealed” bids will be received by the City of Statesboro Engineering Division at City Hall, 50 East Main Street, Statesboro, Georgia, 30458 (Attention: Darren Prather, Director of the Department of Central Services) until 3:00 PM Wednesday, March 12th, 2025, to perform work under the contract for “City of Statesboro Street Striping FY 2025”.
The work in this contract includes the installation of thermoplastic striping of approximately 4.66 miles of city streets, and shall include 5 inch white and yellow solid striping, 5 inch white and yellow skip striping, 8-inch white solid striping, 24-inch white solid striping, type 2 turn Arrows, and yellow hatching.

Statements of qualifications and proposals are being requested from consultants with a strong record in successfully assisting local governments with the implementation of Community Development Block Grant (CDBG) programs, to include project management services. Plans are to contract for grant writing, revitalization area strategy development (RAS) and grant administration services required for a potential 2025 CDBG project and, if funded, for project management services for the implementation of the project. The purpose of the project is to provide the following: Grant writing services to develop the associated language for submission, and administration of the project which is slated to include elements of Housing Rehabilitation and Reconstruction.
