The Public Works and Engineering Department of the City of Statesboro is committed to embracing innovation and technological advancements to enhance its operational capabilities and deliver exceptional services to the residents of Statesboro. Therefore, the Department is requesting proposals from qualified Software Firms to aid in the acquisition of a new SOLID WASTE MANAGEMENT SOFTWARE to improve efficiency and effectiveness of the City’s services. These include Automated Residential, Curbside Yard Waste Pickup, Commercial Front Load Collection, and Roll off Industrial Collection. The primary goal is to leverage cutting-edge technology to elevate customer service standards, enhance operational efficiency, streamline routing and dispatch processes, facilitate billing procedures, and effectively manage performance metrics for the Collections Systems in anticipation of an expansion of the City’s fleet. The specifications outlined in the requirements document represent the minimum standards set forth by the City of Statesboro’s Public Works, and it is imperative that the selected vendor delivers high-quality software and services within the stipulated timeframe.
Sealed bids shall be due on Friday January 31, 2025 at 3:00pm EST in the Purchasing Office, 22 West Grady Street. Bids shall not be accepted by telephone, e-mail or facsimile machine. Please address any questions to the City of Statesboro Purchasing Office. Bids shall be sealed at time of submittal and shall be clearly labeled “Solid Waste Collection Operation Management Software” RFP No. 2024-541-01
on the outside of the envelope. Any changes/amendments made to the bid specifications will be addressed by issuance of a written addendum. All bids submitted must acknowledge receipt of addendums issued.

REQUEST FOR PROPOSALS ADMINISTRATIVE AND RELATED GRANT SERVICES
CITY of STATESBORO REQUEST FOR PROPOSALS ADMINISTRATIVE AND RELATED GRANT SERVICES
Statements of qualifications and proposals are being requested from consultants with a strong record in successfully assisting local governments with the implementation of Community Development Block Grant (CDBG) programs, to include project management services. Plans are to contract for grant writing, revitalization area strategy development (RAS) and grant administration services required for a potential 2025 CDBG project and, if funded, for project management services for the implementation of the project. The purpose of the project is to provide the following: Grant writing services to develop the associated language for submission, and administration of the project which is slated to include elements of Housing Rehabilitation and Reconstruction. Information to be submitted for our evaluation is as follows: 1) History of firm and resources 2) CDBG/CHIP Grant experience, including other DCA grant programs 3) Key personnel/qualifications 4) Current workload 5) Scope and level of service proposed 6) Experience with similar projects and list of references 7) Errors and Omissions Insurance 8) Statement of Qualifications Form 9) Section 3 Certification Form (Only Submit with your Proposal if you are claiming Section 3 Status.) This project is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and Section 3 Business Concerns are encouraged to apply. STATESBORO also abides by the following laws as they pertain to HUD Assisted Projects: Title VI of the Civil Rights Act of 1964; Section 109 of the Housing and Community Development Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act of 1968. Interested parties should request copies of the Statement of Qualifications Form and Section 3 Solicitation Package prior to preparing and submitting their proposal. The sealed envelope should be clearly marked – “FY 2025 CDBG Administration SOQ” Proposals should be received no later than 5:00 PM on January 20, 2025. Proposals received after the above date and time may not be considered. We reserve the right to accept or reject any and all proposals and to waive informalities in the proposal process.
