Office of the City Manager
The City Manager is appointed by the Mayor and City Council to serve as the Chief Administrative Officer of the City. The City Manager presides over the daily operation and administration of the local government within the guidelines of City of Statesboro ordinances, policies, and procedures; state and federal laws; and implements directives from the Mayor and City Council.
City Manager Biography
Charles W Penny is a native of Fayetteville, North Carolina. He graduated from North Carolina Central University with a Bachelor of Arts in Political Science/Political Administration in 1980, and earned his Master’s in Public Administration from the University of North Carolina-Chapel Hill. He brings 35 years of local government experience to the City of Statesboro. His most recent positions were held in Rocky Mount, NC, where he started as the Assistant City Manager from 1995-2010 and then City Manager of from 2011-2017. He retired as City Manager in Rocky Mount on Aril 1, 2017 and assumed the position of City Manager of Statesboro, GA on July 1, 2019.
