Open Enrollment will take place the week from November 14th through 18th! Employees can make changes to their benefits via one of the four methods below during this week. All existing benefits, except flexible spending accounts, will roll over to the 2023 calendar year if no changes are made by the employee. Employees can view the 2023 Benefits Enrollment Guide here.

How to Update Your Benefits:

1. Face-to-face meetings with NFP Benefits Representatives on November 16th and 17th in the City Hall Council Chambers from 10:30 a.m. to 5:30 p.m. Click here to schedule an appointment. NFP has asked employees to schedule appointments, so they can ensure the event is properly staffed. Walk-ins will be assisted after scheduled appointments.

2. Employees may visit the City’s Human Resources Department at City Hall on Monday, November 14th, Tuesday, November 15th, or Friday, November 18th between the hours of 8:30 a.m. and 5:00 p.m. to meet with HR staff and discuss benefits.

3. Telephonic meetings with NFP Benefits Representatives. Call (800) 994-7429 to discuss your benefits selections between 8:30 a.m. and 5:00 p.m.

4. Online through BSwift. The user name is the first letter of your first name, your last name, and the last four digits of your social security number (ex. jdoe1234). The password is the last four digits of your SSN (ex. 1234).

2023 Employee Benefits Highlights


  • $750 Wellness Incentive

    The City’s wellness incentive has been revamped so more employees are able to participate. Employees can elect to receive a $750 wellness incentive by completing the four steps outlined in this form by their due date. Employees that would like to participate in the wellness incentive must submit their signed form to Human Resources by November 30, 2022.


  • Health, Vision, & Dental Plans

    No changes have been made to these plans or the rates. View a summary of the plans here.


  • Nationwide Retirement 457(b) Plan

  • Life & Disability Insurance

    A new carrier, Standard Insurance Company, has been selected; however, your rates will remain the same.  You will retain the current level of coverage unless you decide to increase/decrease the coverage.  Note, employees are eligible for up to $150,000 of voluntary life insurance coverage without any medical questions since this is our first Open Enrollment with the new carrier.


  • TASC Flexible Spending Account

    Participating in a Flexible Spending Account (FSA) allows you to save up to 30% on eligible healthcare expenses by using pre-tax dollars vs. post-tax dollars to pay those expenses. Employees will need to enroll in flexible spending if they desire to have this benefit for the 2023 calendar year. You can do this through one of the four “Updating Your Benefits” at the top of the page.


  • United Way Campaign Incentive

     Complete and return your United Way payroll deduction form to one of the 2022 Campaign Chairs, Kathy Field or Layne Phillips. City staff will be present at the Open Enrollment meetings on Nov. 16th & 17th to accept pledges. The deadline to contribute is Nov. 18th.
